System exception handler — processes and routes macOS crash reports and diagnostics

Captures exception information from crashing processes and manages diagnostic data collection for system failures. Accesses additional Mach services to receive crash notifications and process exception details. Communicates with Apple's telemetry and diagnostics endpoints to transmit crash reports and system health data. Exposes XPC services to allow system frameworks and applications to submit diagnostic information and retrieve exception handling status.AI
